Thirty days from the date the notice is sent, to respond in writing with a plan. Not from when you read it.
What If the Letter Sat Unopened?
The window still ran. That is why the address on the assessment records matters more than owners expect.
Nothing Has Arrived. Is There a Clock?
Not yet, and that is the best position to be in. Confirm the address on file is one you use, and it stays that way.
The Fire Was Two Years Ago.
Then the question is what has been sent since, which the locality will tell you. Time alone does not start this procedure; notice does.
It Depends on a Document
What Has to Be in the Plan?
Enough to show it addresses the blight within a reasonable time: the condition, what you will do, in what order, roughly when, and what is holding it up.
Who Writes It?
The owner, by statutory default. If the owner does not respond, the locality or authority can prepare one instead.
Does an Engineer's Report Help?
It is not required and it makes a restoration proposal credible rather than aspirational, which is usually the difference.
Can the Plan Be to Sell?
A plan to sell to somebody who will address the condition is a plan. Whether it is acceptable is for the chief executive.
It Depends on a Public Record
Which Locality Holds My Parcel?
The assessment record names it. Richmond is an independent city in no county, so a Richmond postal address does not settle it.
Where Would a Lien Be Filed?
In the circuit court where the property is located, and under the acquisition route it is subordinate to prior liens of record.
Who Is on the Deed?
Frequently not who the family assumes, on property that has passed down informally. Worth checking before it becomes urgent.
What Address Does the City Have for Me?
The assessment office will tell you, and correcting it is free and more protective than almost anything else you can do.
It Depends on the Building
Did the Framing Survive?
On older Richmond timber, more often than owners expect. It decides what a credible plan proposes as well as what the property is worth.
Should I Secure It?
Yes. It protects a repairable frame and it is evidence of intent when a plan is being assessed.
Should I Clear the Site?
No advantage to you, and it forecloses the restoration route that a locality with a preservation interest may prefer.
It Depends on You, and Nobody Else
Repair, Rebuild or Sell?
Once the date, the records and the structure are established, this is preference rather than analysis.
Is There a Fee for a Figure?
None, and declining costs nothing either.
How Fast Do I Have to Decide?
Responding to a notice is time-limited. Deciding what to do with the property is not, and the two get confused constantly.
