The statutory test is that a plan addresses the blight within a reasonable time and is acceptable to the chief executive. In a district built around its architecture, a plan that proposes restoring a house reads very differently from one that proposes removing it.

Does a Historic Designation Help or Hinder?
Old Framing Supports the Case
Timber of this era is oversized by modern standards and chars rather than failing at connections. Charring is a surface phenomenon, so members can frequently be assessed, cleaned back and retained with damaged sections replaced individually.
A structural engineer's letter saying the frame can be kept is therefore worth more than its fee twice over: it lowers the cost of the repair, and it makes a restoration plan credible rather than aspirational.

We publish no blight determinations, review requirements or structural conclusions for individual East End properties. The locality, its review body and an engineer answer those respectively.
Values Have Moved a Long Way
Across much of Church Hill and Union Hill finished values now carry the cost of repair comfortably, which makes repairing the better answer more often than selling.
Combined with old framing that frequently survives, that means we expect to lose files here to rehabbers and to owners doing the work themselves. We would rather say so at the start than negotiate toward a number that was never competitive.

The Provisions Behind an East End File
Section 36-49.1:1 of the Code of Virginia sets the procedure and section 36-3 the definitions. The owner has 30 days from the date notice is sent to respond in writing with a plan.
Subsection A carries the acquisition and repair powers, exercised through Title 25.1 Chapter 2; subsection G the nuisance route under sections 15.2-900 and 15.2-1115; and subsection J makes the provisions cumulative.
The section dates from 1994 and has been amended repeatedly since, including in 1995, 1996, 1997, 1998, 1999, 2001 and 2003. The response window has remained 30 days throughout.
