These Are Counties, Not Suburbs of the City

A structural point that matters administratively. Because Richmond is an independent city belonging to no county, Henrico and Chesterfield are not subdivisions of it. They are separate localities with their own assessment offices, their own courts and their own records.

Which Locality Actually Holds My Parcel?

The assessment record names it, and the postal address does not settle it. Addresses around the city boundary regularly carry a Richmond mailing address while the parcel sits in Henrico or Chesterfield. That mismatch sends people to the wrong office, where the answer is that nothing is on file, which is true and useless.

The Housing Is Substantially Newer

Much of the residential stock across both counties is post-war and later, built with lighter framing and, in the later decades, engineered roof trusses and floor systems.

Those come out whole once heat has compromised the connections rather than being repaired in sections, where older dimensional framing chars and can frequently be retained. So a fire reaching the roof structure here more often produces a rebuild than the same fire in the city's older neighbourhoods.

Does That Change How the Statute Applies?

Not the test, which turns on whether the structure endangers health, safety or welfare. It changes what a credible plan looks like. Where the framing is gone, a plan proposing restoration is not realistic, and a plan proposing demolition and rebuilding may be the honest one. Filing something accurate matters more than filing something reassuring.

The section was enacted in 1994 and amended in 1995, 1996, 1997, 1998, 1999, 2001 and 2003, and applies identically in an independent city and in a county.
